RPA-18 Call for Projects
BackThe Regional Planning Affiliation 18 (RPA-18) is calling for project applications for federal transportation funding allocated to our region.
RPA-18 covers Harrison, Mills, Shelby, and the non-urbanized portion of Pottawattamie County in southwest Iowa.
- This Call for Projects opens Friday, October 10, 2025. All applications must be received by 4:00 p.m. Friday, January 30, 2026.
- A summary of proposed projects submitted for funding can be found on this page by the February 2026 RPA-18 Policy Board & Technical Committee meeting.
- Project selection will occur at the March 2026 RPA-18 Policy Board & Technical Committee meeting.
Regional Transportation Alternatives Set-Aside Program (TA Set-Aside [TASA]/TAP)
- Federal funding used for alternative transportation projects (transit/trails) which serve a purpose beyond recreation
- PE/NEPA Final Design is eligible
- Construction of on-street multi-modal solutions, trails and traffic calming is eligible
- MAPA estimates $650,000 in available funding
- Currently programmed projects include: Pottawattamie County trail, Glenwood bicycle and pedestrian trails, and Logan Safe Routes to School trail

Regional TA Set-Aside Project Selection Criteria
FY27 TA Set-Aside Scoring Matrix
Surface Transportation Block Grant (STBG) – AMENDMENTS ONLY
For the FY27 cycle, RPA-18 is issuing a Call for Amendments (CFA) for STBG rather than accepting new applications. This approach keeps the program fiscally constrained, honors prior funding commitments, and positions currently programmed projects to deliver on time while meeting Iowa DOT programming deadlines. Sponsors with current STBG projects may submit amendment requests (e.g. scope, cost, or schedule updates) by 4:00 p.m., Friday, January 30, 2026.
- Federal funding used for regionally significant projects within RPA-18
- Preliminary Engineering (PE) and National Environmental Policy Act (NEPA) Review eligible
- Construction for roads, bridges and safety projects is eligible
- TAP projects are also eligible for STBG
- Projects are scored based upon: road condition, traffic counts, regional significance
- Current projects include: PE/NEPA, Construction of roads, bridges and safety projects

- Original STBG application (as previously approved)
- Amendment request (letter or resolution) detailing changes to the original and justification (e.g., updated cost estimates, change in scope, schedule impacts)
- Updated map/design, in the case of scope or termini change
- Supporting documentation, if applicable
