The draft RPA-18 2050 Long Range Transportation Plan (LRTP) is now available for review. 

The public comment period on the draft LRTP runs from August 13th to September 7th 2025. Provide your written comments by emailing rpa@mapacog.org or by mailing written comments to MAPA at 2222 Cuming Street, Omaha, NE 68102. Please provide all comments by 4:30 pm on September 7th, 2025.

What is the RPA-18 LRTP?

The Long-Range Transportation Plan (LRTP) is used by Regional Planning Affiliation 18 (RPA-18) to prioritize transportation investments across the region. It outlines the goals, strategies, and projects for enhancing the region’s transportation system over the next 25 years. This plan helps RPA-18 make key funding and policy decisions that foster a multimodal transportation system, addressing the diverse needs of all residents and visitors.

The Long Range Transportation Plan (LRTP) document is updated every five years; we are currently working on the 2050 Long Range Transportation Plan to be published by November 2025. Here is some background information about MAPA and this long range transportation plan update for the RPA-18 region.

RPA-18 is responsible for transportation planning in Harrison, Shelby, and Mills Counties, as well as the non-urban portion of Pottawattamie County. The Metropolitan Area Planning Agency (MAPA) serves as the administrator for RPA-18.

Why is the LRTP Important?

Long-Range Transportation Plans are essential for:

  • Identifying and Prioritizing Needs: The LRTP identifies future transportation needs, helping prioritize projects that provide the greatest benefit.
  • Ensuring Safety and Efficiency: The plan aims to improve safety and operational efficiency, making travel more reliable and predictable.
  • Supporting Economic Growth: A robust transportation system supports economic development and improves quality of life by providing efficient access to jobs, education, medical care, and recreational activities.
  • Promoting Sustainability: The LRTP focuses on creating a sustainable transportation system that minimizes environmental impact and accommodates various modes of travel, including public transportation, biking, and walking.

RPA-18’s Goals for the 2050 LRTP

RPA-18’s mission is to provide the best multimodal transportation system possible. To achieve this, the 2050 LRTP will focus on the following goals:

  • Safety & Security: Enhance transportation safety for all users, reducing fatalities and severe injuries.
  • Transportation Options: Improve accessibility and mobility, as well as integration and connectivity across and between modes, for all people and freight.
  • Preservation & Resilience: Maintain or improve the current transportation system, including reliability, travel time, and the ability to withstand the effects of natural disasters.
  • Economic Vitality: Enable competitiveness, productivity and efficiency, and enhance travel and tourism.
  • Land Use and Growth & Sustainability: Promote consistency between transportation improvements and planned growth and economic development patterns, promote energy conservation, enhance the quality of life in the region, and protect natural resources.
