Traffic Incident Management Operations Guidelines

Back

As part of the Western Iowa ITS Project, the Iowa DOT contracted Alfred Benesch & Company to facilitate development of Traffic Incident Management Operations Guidelines for the Omaha-Council Bluffs metro area.  The effort involved stakeholders from various agencies and associations involved in incident response for the metro area.

These guidelines are focused on responses to incidents occurring on the freeway system within and adjacent to the metro area.  Several working group meetings were conducted which focused on on-scene response activities, periphery response activities, and coordination and communication among the responders and with the traveling public.  The working group meetings focused on understanding responder operating procedures, limitations and absolutes, and opportunities to provide assistance to other responders while identifying potential ways to improve safety for them and the traveling public, improve response effectiveness and efficiency, and decrease the time required to restore normal traffic flow.
