Transformative Regional Investment Prioritization System (TRIPS)
BackIn December 2024, MAPA was awarded $2 million to implement a prioritization process project known as Transformative Regional Investment Prioritization System (TRIPS).
This funding was awarded by the U.S. Department of Transportation (USDOT) through the Prioritization Process Pilot Program (PPPP) Discretionary Grant. The program provides funding to develop and implement a publicly accessible, transparent prioritization process for the ranking and selection of projects for inclusion in short-range and long-range transportation plans.
A total of $10 million was awarded through the program for this fiscal year, with MAPA receiving the maximum award amount of $2 million.
Project Purpose and Need
Historically, the region’s transportation needs have exceeded available funding. Finding new dollars to deliver transportation priorities and ways to stretch existing resources are key parts of this project. The program offers a framework to create an organized, intentional and collaborative strategy for organizations that will provide the most benefit possible to the region.
Developing the TRIPS pilot program will bring a revolutionary decision-making model to Nebraska’s largest transportation planning organizations, the Nebraska Department of Transportation (NDOT) and the Metropolitan Area Planning Agency (MAPA), and will foster transparency, enhance selection efficiency and ensure that projects align with community needs and values.

Project Timeline
Award notification was made in early December 2024.
MAPA is currently working with the Nebraska Department of Transportation (NDOT) and the Federal Highway Administration (FHWA) to prepare for project initiation.
