The Metropolitan Area Planning Agency (MAPA) seeks public feedback on its draft 2025 Comprehensive Economic Development Strategy (CEDS), an economic resiliency blueprint for the six-county Omaha-Council Bluffs region. The 30-day public comment period
runs Nov. 10, 2025, to Dec. 10, 2025.

The Comprehensive Economic Development Strategy establishes goals and strategies which seek to address community disinvestment and barriers to economic prosperity.

The strategy is designed to create an economic roadmap to diversify and strengthen the regional economy, where disinvestment has
occurred, through the collaboration of public and private partners.

MAPA’s CEDS is revised fully every five years, at which time a committee of local economic development stakeholders is convened by the MAPA Board of Directors to guide the planning process and provide technical expertise. The committee represents rural and urban economic interests of MAPA’s six-county Economic Development District.

The Comprehensive Economic Development Strategy is a requirement for retaining MAPA’s designation as an Economic Development District by the U.S. Department of Commerce‒Economic Development Administration.

The MAPA Board of Directors meeting on Dec. 11, 2025, will serve as the public meeting for the draft Comprehensive Economic Development Strategy.
