MAPA is working to align efforts on local, regional and statewide climate action plans. Projects and strategies included in these plans will be eligible for competitive implementation grant funding.
As part of this project, MAPA and the City of Omaha submitted a Priority Climate Action Plan (PCAP) to the EPA in March 2024. Watch the July 31, 2024 Webinar for more information on the PCAP.

U.S. EPA Climate Pollution Reduction Planning Grants are awarded to states and local entities to design climate action plans that incorporate a variety of measures to reduce greenhouse gas (GHG) emissions from across their economies in six key sectors (electricity generation, industry, transportation, buildings, agriculture/natural and working lands, and waste management).
Both the City of Omaha and the State of Nebraska received planning grant awards in 2023 (see below for additional information) and must submit the following deliverables to EPA:
- Priority Climate Action Plan (PCAP) — due March 1, 2024
- Comprehensive Climate Action Plan (CCAP) – due two years after planning grant award (approximately mid-2025)
- Status Report — due at the close of the grant period (approximately mid-2027)
MAPA is continuing the discussions and cooperating with the different entities at local, regional, and statewide levels to accomplish the goals of the CPRG. These efforts will allow local and state governments to further pursue implementation grants that will turn these plans into reality.
City of Omaha Climate Action and Resilience Plan
The Omaha Climate Action and Resilience Plan will be a strategic roadmap that empowers our community to build climate resilience and strive for a more sustainable future. The Plan will provide comprehensive guidance on innovative solutions that will improve quality of life, build prosperity, enhance community resilience, and further climate justice. The plan will focus on strategies to reduce greenhouse gas emissions, prepare for and adapt to climate impacts, and remove carbon dioxide from the atmosphere through sequestration. The Climate Action and Resilience Plan will provide equitable actions for the City of Omaha, and the communities within, to implement over the next 30 years.

Greater Omaha Climate Pollution Reduction Grant
The U.S. Environmental Protection Agency awarded the City of Omaha $1 million from its Climate Pollution Reduction Grants (CPRG) program to develop a plan to reduce greenhouse gas emissions and other harmful air pollution in the Omaha-Council Bluffs Metropolitan Statistical Area (MSA).
The MSA includes Cass, Douglas, Sarpy, Saunders and Washington Counties in Nebraska, as well as Harrison, Mills and Pottawattamie Counties in Iowa.
This plan will provide an inventory of greenhouse gas (GHG) emissions throughout the MSA, and provide strategies to mitigate and/or reduce emissions. Strategies and projects included in the plans will be eligible for future implementation funding.
MAPA will work to develop and coordinate the plan with regional partners and support public engagement and stakeholder outreach.

State of Nebraska Climate Pollution Reduction Planning
The Nebraska Department of Environment and Energy (NDEE) has received a $3 million planning grant through the U.S. Environmental Protection Agency’s Climate Pollution Reduction Grants (CPRG) Program.
After NDEE submits their Priority Climate Action Plan (PCAP), state and local governmental bodies in Nebraska will be eligible to apply for competitive implementation grants to carry out actions consistent with Nebraska’s plan.
